Henry Halloran designed and named Balmoral in 1920, shaped by the English Garden City movement, and early maps show the area as Secret Bay. Lakelands Ltd developed more streets in 1973 and 1974, among them Chelsea Close and Hastings Road. Council gives 1948 for the arrival of reticulated water. At the 2021 Census the suburb had 730 residents, and 98.5% of occupied dwellings were separate houses.
