Local context
Belmont South is a narrow strip with the lake to its west and the ocean to its east; council’s history names Belmont Cemetery and the Belmont Golf Course, which backs onto Blacksmiths Nature Reserve. Council adopted the Marks Point and Belmont South Local Adaptation Plan in March 2016, aiming to protect both suburbs from up to 90 centimetres of sea level rise by raising land and infrastructure over time. Its development control plan permits, but does not require, filling a block up to one metre above ground or to 1.5 metres AHD, and says filled land must keep working connections to water, sewer and stormwater services. Raising a block changes the levels its pipes run at.
